What steps do you take to paint cheap kitchen cabinets (the kind found in modular homes)?

There is a product you can find at home depot called Cabinet Rescue. I used this on the same type of cabinets in my bathroom. It is a special primer that is made to bond with laminate. You just apply the primer, allow it to completely dry, then within 6 hours apply your desired paint, we used the same latex we used on a wall in another room, and have had NO scratches at all.

apply any oil flat paint
then apply your color…

First you have to sand everything to make the primer and paint stick properly. You don't have to sand tons, just enough to rough things up a bit. Then apply primer. Then paint. I would remove the doors to do the cabinet part first.

remove doors and hardware
lightly sand
apply primer
apply paint
attach doors and hardware
ALL DONE!

Sand the cupboards, then use a good quality primer, then paint with Melamine paint.
